Here's the problem I'm running into. I try the to do a build and the URL is unrecognized (file permissions are set).

So I use debug mode on my fancy ISP user interface on nph-build.cgi and get the following(below). Is this something that the ISP needs to include (vars.pm)?

Can't locate vars.pm in @INC (@INC contains:

Vars.pm is a perl module. Ask your hosting company to install it for you. You can obtain more info on required modules through http://www.cpan.org.
