I have set up an .htaccess file and .htpasswd file in /cgi-bin/links/admin. It still lets me in without authorization. I have limited access to other directories using the very same files. Is it possibly some server specific reason to not require authorization for directories under /cgi-bin? My Apache directives don't seem to do this, so....any other ideas are most welcome.

Yes.

Contact your hosting company or post your message in an Apache message board, or read the documentation at the Apache web site.
