I'm pretty sure I have seen something about this before...

I would like the add url to go to a page.. that shows some information .... a small "AD"... Then displays at bottomof page a username and password.... with a link to the "Real add URL Link" .. which will then request a username and password (I'll use .htaccess for it)before it displays the add url cgi script...

Has this been implemented before?

I have not implemented this type of script for LINKS. But there are third party scripts at cgi-resources.com that will add users into the .htpasswd file (using .htaccess). What you could do is create a static "entrance" web page. Then have the password and username form on this page. The page that can be specified in the configurations of the password script will go to the add.cgi file.
