There are two mailing address databases. One is for members that have their link in your directory, whilst the other one is to people that sign up through subscribe.cgi.

To send out emails to links owners use the "Link Owners" link.

To send out emails to newsletter members click on the "Newsletter"

As far as I know from what you were saying there is nothing wrong with how links is handling the email addresses at the moment
