Well... you probably have the permissions wrong, and *may* even have uploaded it as binary.

Try re-uploading as ASCII and setting permissions to 755

Download it when it prompts you. Save it as a different name. When the download is finished, open up the file and see what error message it contains. That will tell you where your problem is.

Or save yourself a few steps and open it when prompted (instead of saving it) - you can always save it later.
