How can I upgrade link 2.0 link.db to sql link.db ?

You use the Import.cgi script, which can be accessed via the admin.cgi script.
This should be posted in the LINKS SQL forums...since your question deals with LINKS SQL.
Also, upgrade issues have been addressed in the LINKS SQL DISCUSSION and PRE-SALES forums...try searching the forums.
