I'm trying to sort the links by rating, with the higher ratings first, but all I get is the lower ratings first.

I'm modifying the following line in links.def

From:
$db_sort_links = 1;
To:
$db_sort_links = 11;

I have to change anything else?

Why are you setting it to 11, shouldn't it be 0???? I don't know much about fiddling with the ratings in Links 2....
