Ok, I set the option in the LINKS.CFG file to:

$build_use_templates = 1;,

but the script still doesn't seem to be reading from the templates. I have made numerous changes (even weird ones) to the templates, and uploaded them to see if they would work, and they still don't. The PATH to the templates is correct also, so I really don't know what the problem is. Can someone help?

Have you refreshed the pages in your browser after rebuilding them? Are the template files all chmod 666?

Yes, I refreshed everything, cleared my cache, and then went on a DIFFERENT computer, and got the same results. I am running an IIS (NT) server, so I can't make CMOD changes to it, but they are all uploaded as ASCII documents.
