How do I have to set the permission for each *.html files that are in each category directory? Do I have to set it up manually each time I make a new category, or is there any way to do it automatically?

Uh...The permission of the .html files in your categories should be the default permission of 644 (rw-r--r--). You DO NOT need to change the permission of these files!
