Telnet Build Pages and CHMOD

Telnet Build Pages and CHMOD
I am having difficulties using nph-build.cgi via HTTP, so I have been using Telnet and issuing the command perl /home/..etc/nph-build.cgi.
For some reason, when I do it this way my links.db file changes from rw-rw-rw- to rw-r--r--, thereby stopping me doing updates. It also does the same thing to other files. I have recently changed servers and thought I'd try to do a build via HTTP (I had previously done one via telnet). The script came up with errors all over the place with permission denied.

Has anyone else experienced this problem or does someone have a solution. I was hoping to use CRON to update my pages, but at the moment if I do an update via telnet I then have to FTP into my site and change my file permissions back...

Thanks in advance.
