I'm trying to add links (for the first time) and keep getting this error. Is there a way to fix it?

Yea, add the Date in the correct format via the admin.cgi script AND do not allow users to add the DATE field in the add.cgi script.
If you want to CHANGE the format, you need edit the DATE subroutines in the links.cfg file.
The STANDARD format is: dd-mmm-yyyy
Example: 9-Jun-2001

No the perlmad links.cfg generator doesn't add anything to the date routines and leaves them as their default.
