I could not run the index.html pages

I could not run the index.html pages
when I try to run the index.html pages the following error is coming in explorer 5
"You are not authorized to view this page"
but I checked the permissions everything ok.
pls help me.
(every thing is working in admin.cgi can build pages, add.modify/delete links, categories etc)

Have you built the pages within your cgi-bin?

thanks, now i changed the pages to out of cgi-bin
now it works fine,
