The header in my links.db file has this:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">|||||||||No|No|||

<META http-equiv=Content-Type content="text/html; charset=windows-1252"></HEAD>|||||||||No|No|||

I don't think this is supposed to be there and is there because of the way I had to download it from my old site.

Is it safe to remove this text?

That text should not be there. You should remove it.
