When attempting to validate links I get the folowing error. Can anyone let me know what it means and how to fix it? Thanks.

Reason: Can't locate links.cfg in @INC (@INC contains: C:/Perl/lib C:/Perl/site/lib .) at F:\users\vbexplor\www\htdocs\links\cgi-bin\admin\nph-verify.cgi line 33.

Make sure that you have the physical paths to files and directories in your links.cfg file and all your cgi scripts, like the following:
