Can anyone confirm that Links does not count the number of links that are in a sub-sub category in the sub-category count?

Example:
Total site has 52 links.
Privacy has 52 links (crypto and others don't have any yet)
Privacy/Organizations has 0.
Privacy/Organizations/Political has 1
Privacy/Organizations/US_Government has 8

So Privacy/Organizations should have 9 in this partial example. Has anyone seen sub-categories counts not being written out correctly? Thanks for your help, Michael
