Building pages offline?

Building pages offline?
One of the free hosts I use (Spaceports) has a separate server for Perl, PHP and MySQL which has a 1000 file limit. HTML documents and other static content are usually stored on different servers without such tight restrictions.

What I'd like to know is, is it possible to install Links 2 on my own local system to build the HTML pages offline (for uploading to the 'static' server via FTP), yet still keep track of ratings and visits?

I would be the only one adding links, so that's one less thing to worry about.

Obviously I'd need to download the hits files etc. but is there anything else I'd need to do?

What happens to those hit files during the build? Do they get deleted? (I just want to know if I should delete them from the server once I've downloaded the copies.)

Any hints, tips or advice would be appreciated.
