I don't think this has yet been mentioned so here goes:

Is is possible that when a visitor clicks a link, it puts the external URL in a main frame and have a banner frame at the top of the page (for things like 'Back to homepage' etc..) much like what happens at www.ask.com

Yes...this has been discussed quite a few times in this forum and there are codes available to do this....

Search for frameset in this forum.

I have this working in my site...although it is now upgraded to Links SQL.
