I did a fresh install of 2.1.0 and went through the configuration to customize to my site. In particular, I editted the e-mail templates through the Admin (eg. welcome.eml, etc.)

Looking in the directories, the Admin does the Right Thing in terms of placing the modified version in the brewt/local directory, but when a new user signs up it instead relies upon the brewt/welcome.eml version instead of the brewt/local/welcome.eml version.

Where should I look to fix this behaviour?
