When a user is replying to html mail should'nt the reply default to html mode instead of the default mode?

Also while forwarding a html message why does it default to txt and all the images etc are sent as attachments? The recepient of a forwarded mail may be confused re the contents of the mail. Is it supposed to function this way?

Also are there any plans of provisions for "Stationary" use/ save so that letter heads can be used for official corespondence instead of recreating it every time.
