I am getting the following error:

I was not able to find the file at all. Anyone else having this problem?

Nevermind - When all else fails, read the directions. I missed a step. That step solved the problem.

Hey Charlie...I'm having the same problem only I can't seem to find it in the directions either...although I haven't slept in days either so I probably know why.....

Perl Hopefull

I was doing an upgrade when I got this error. There is a file named UPGRADE in the zip that has directions for upgrading. I skipped over step 4:

4. Once installed you MUST recreate your SQL tables. You will lose all existing messages and users. To recreate the tables, go to Setup->SQL Server and select "Create new tables and overwrite existing data".

I did that and it solved my problem.
