I'm just wondering if using a "catch all" account would enable someone to offer web based mail for a domain they don't own. I don't know exactly how the internals work so someone clear me on this if you do. Thanks ;)

With the owners co-operation, sure. You can alter the MX records of the domain to point all mail to your server, and then use a catch all account to capture that. Your ISP would probably need to give you a hand if you are not sure how to set all this up.
