I get the following

Links.pm not found! (Are you running from within the setup directory?)

Aborting.. please install the required modules and rerun setup.cgi

And links.pm IS at the library above... What could go wrong?

Links.pm needs to be one level ABOVE the setup directory:

/cgi-bin/Links/admin/setup

The Links.pm file is in the 'admin' directory, and setup.cgi is in the setup directory.
