I'm pretty sure mark is right. It's a low level install, and needs to be compiled for your system if at all possible, although some binaries are available.
SQL is probably not something a free host would make widly available since it could be widely abused, and the level of support for it is quite high. Some ISP's include database access along with their hosting packages. I know the old AOL hosting (GNN, NaviServe, etc) had built in database support as part of the servers.
You might want to ask them, though.
Once installed, system wide, users can be granted access at different levels. It's something they might be thinking of.
