The popular "what's cool" is being built with an off-by-one error.

$LINKS{build_pop_cutoff} = 10;

gives 11 results,

$LINKS{build_pop_cutoff} = 9;

gives 10 results...

Couldn't find the place in the scripts to do the '-1' thing.
