Is there any methods to make visitors comment to links like 'The Cgi Resourses Index'.

Not yet, there is a user signup/management system in Links 1.1, but no review/comment system. However, I believe widgetz is putting together a mod that will do this for you. If not, it is something I'd like to add, but will take a while longer.
