How can I take a file that is a standard Links.db file and import it into Links SQL?

Use the import.pl script.
The reason is that unless your categories match the categories in the Links SQL, the links will be placed in the wrong category. Also, the category name (that is stored in the Links.db) has to be changed to a category number.
import.pl first imports the categories, then maps that to the Links.db category number.
