I can't seem to delete or modify any of my users...it will list the users but when I click on delete or modify it says there is no such user. Any suggestions?

If you don't enter any search terms, then no records will appear.
In the "UserID" field/column within the modify and delete forms, you must add a wildcard character of * in order to LIST ALL users to modify or delete.

Like in LINKS 2.0, you have to "check" the user you want to modify or delete before clicking on the "modify" or "delete" button.
