What is the purpose of:
<%if user_may_upload_attachments%> <%include include_attachment_form.html%> <%endif%> ?

I can't find 'include_attachment_form.html' file in the ../default directory.

What is 'user_may_upload_attachments'?

It looks like this is a debug typo. You can safely get rid of 'em.

It isn't much of a problem, as that 'if' will never be true, but it's been removed for future versions.
