when a user submit a link, later user can edit link at link display page when user logged.

when a non link owner click 'edit this link' , you will get a error 'Oops, we had the following problem:
You are not authorized to modify this link.',

My question is how to modify it to enable administrator edit user link at link display page without go back to admin panel. just do lilke link owner does.
