Is there a possiblity for users to add new categories? Of course we must validate the categories first.

Its not possible. You could make registered users into editors, and give them permission to add categories, however you wouldn't be able to validate these new categories - they would be added straight away.

I think the best approach would be to add an new form field to your "Add a Site" form, something along the lines of Suggest a New Category - your visitors can then make the suggestions, and you can add them if you think they are worthwhile.
