You could probably just delete out the appropriate subs in the nph-build.cgi script. Although in terms of upgrades, this wouldn't be the best advice.
May be adding another global or config variable to specify where to build or not to build would be better. Possibly GT will add this option in future versions to allow site owners to choose whether they want certain sections to be built. ======================================== Buh Bye!

Simple: just have empty "new" and "rating" templates, and don't link to the new and rating pages from anywhere. Like this nobody should find the pages, and if they do, the pages are simply empty.
Clean solution: write a plugin that suppresses the building of new/rating pages.
