How can I make .cgi files?

How can I make .cgi files?
I want to add more content to my site, a privacy policy and disclaimer and such. I want them to use the same header and footer files from my default template. So I want to make like, privacy.cgi, disclaimer.cgi, ect. What code do I need to put at the top to allow them to recognize the variables within' the files? Also, would I beable to do this with .php or .html files instead?

If you add a new template to your template set (e.g. privacy.html) - find one that is similar to the one you want and save it with the newname - then you can show the page using page.cgi?p=privacy
