I am currently running am import of the DMOZ rdf, and the foreign characters in the World categories aren't showing up correctly. Is there something I can do to fix this?

Hi,
Unfortunately the file is UDF-8 encoded, and requires some custom code to decode. We haven't got anything yet that is portable (i.e. pure perl), but are looking into alternatives.
Cheers,
Alex

My DMOZ_Wizard plugin has a script in it, that replaces bad UTF-8 encoded carachters, with their correct equivelants.
