How the modification for registered linkowners should be used?

When a non-registered user wishes to change the category of a link they can go to the desired category and click to modify.cgi (like when using add.cgi). If they are logged in and they have a list of own links (very helpful) they can modify, how they can modify the category where those links belong to?
(All these in the case that there is no dropdown list of categories)
