"build_sort_order_cool" is set to:

Hits DESC, Title ASC

results in (with the <%Hits%> tag):

link1 (12)
link2 (5)
link3 (6)
link4 (8)

Is this a bug?

Oh I fixed it.

The build_cool_gb was set to Yes thus affecting how the links were ordered.
