Basically, I want the directory name to be in lowercase? Any ideas?

Yeah, that's easy.
LinksSQL Admin > Setup > Paths and URLs
Then, slide down to the bottom of that page to where it says:
Where it says, "otherwise click here", the "click here" part is actually a link. Click that link and you'll be taken to the specific paths for New, Cool, Ratings, etc.
In there, you can make the build directories for New, Cool, Ratings anything/any case you want
