This is shurely nothing on my server; so it seems the file ../Plugin/hooks.cfg isnt used ?

That file does nothing for now and you can ignore it.

It's an experimental file for a system that may contain a list of all the basic hooks available in Links SQL and where they are called. It's so when you use the the wizard to create plugins, you'll be able to select from a dropdown of all the hooks available.
