I need to know how to upload a plugin so that it lists in the Plugin Download section of the Admin.

This thread seems to debate whether it is currently available or not.
Can we currently distribute plugins via Plugin Manager Download?

What is the url of the plugin upload?
If I need special login access, I am asking for that now.

I want to be prepared for when it is back up. If it's down :-)
