hmm.. this is not completly what I'm looking for. I thought about a functionality that checks if the backlink is set before the URL of somebody will be accepted and checks by cron if the url is set. weekly or monthly.

Ah - in that case, I think that Andy has a reciprocal link plugin that does this.
