I'm looking to pay someone to develop the following plugin:

TAGGING PLUGIN:

Basic description: The Tagging Plugin would allow registered users or the admin to "tag" individual links with a specific keyword. Tags would be displayed on a links detailed page similar to tags at Flikr, Technorati or on product pages Amazon.com.

scroll down and look at the "keyword recommendations by customers"

Clicking on a tag will display all of the other links that have been tagged with the same tag. An RSS feed of all additions to that tag would be available.

Tagging would require admin approval similar to when comments/reviews are moderated. The tags would be updated on the detailed pages whenever the directory is rebuilt -- preferably, a "build all pages with changed/updated tags" module to avoid building the entire database would be ideal.

How difficult would this plugin be to develop? Anyone willing to take this on for a fee?
