moving "Re:" through the admin panel doesn't seem to work.

well, actually moving the user_name but still the "Re:" should go.

also ... and way to move "RE:" to the end of the line before the "in reply to"?

Not all languages have the same grammar structure as English

I did find that "Re:" is being set by Write.pm but didn't see anything at all in the templates.
