Is is possible to set that only registered users can download attachments from forum?

Yes you can. If you go to Setup => Actions => post_attachment (Downloading post attachment) => Edit selected action, then change the Minimum user status from Everyone to "Registered users", then it should do what you want.

Ok, cool. I've managed to do this. Now, one more question. Is it possible to set that registered users must post message to forum before they can view attachment of some post?

No, gforum doesn't have the ability to do this by default. I think it should be possible to implement using the plugin system though.
