I would like to know if the new payments system will be only for membership or if we could use it with any part of the script (forum permissions, group permissions, access to specific user fields...). I would like to use it to allow users to buy publicity on my forum. Do you think it's possible?

It has two modes of accepted payment - signup payments, and "donations." The donation setup allows you to define multiple donation levels; people who donate at or above these levels will be automatically added to certain groups. Of course, in your case, you could easily rename it to something more like "Buy Publicity" than "Make Donation."
