Can you give me an average production time (in hours) required to get GForum up and running (with basic features only)? I'm trying to create a production schedule for our site.

... on what server you use ... how used to perl and MySQL you are, and ... on how much customization you want.
If you have a ready LAMP server, setting the forum up should be a matter of minutes. Customization to design profile depends on the design, so anything from 1 hour to 100 days or whatever on that account ...

The Product Overview page says "no editing of Perl files required," "easy-to-use template system," "easy installation...auto installer," etc. The server is Microsoft-IIS/6.0. I'm experienced w/ Dreamweaver, but I don't know Perl or SQL. Is GForum right for me? I don't want to spend more than 15 hrs. on setup.

Well, why don't you just try and install GForum? As I said, setting it up is very easy, unless your server plays tricks. If you already have Perl running on the IIS, and know the location of the database, it should be easy. You can use the free trial, so don't have to pay to play.
