When I read a post, I would like to have the following buttons or links available:

1. Post New
2. Button to get "Up" to the list of the posts on that forum, instead of the title link.

Both buttons should be both on top and bottom of the pages. Can I add the just to the templates or does it need some programming?

Yes, you can add these to the templates. I'd be cautious about 1 though, as people might post new threads rather then a reply. As for 2, you can click on the Jump to Forum at the bottom to go to the message list, it's defaulted to the proper forum.
