Heya all,

Has anyone created a time delay between posts plugin for moderators to control excessive posting? I'd like mods to be able to set a time-delay (just like bans) that a user has to comply with. So, set it to 5 minutes and a user will have to wait 5 minutes after a post before he/she can make another.
