We currently have a project database where each owner owns there records but we need to be able to reassign records to other users. Currently we can modify the records from an admin account but not from the owners login. Is there a way to do this ?

There is a solution posted in the FAQ noted below in the "Admin" section titled "Multipe Owners of a Record" which may work for you.
You can also search here in the forum for "multiple owners" to locate the thread or perhaps other threads with solutions.
