Can DBman make the cgi pages into html pages? like Links?

It probably could be made to do that, but it would be easier to modify Links to print what you want than to modify DBMan to create the pages.

You wouldn't have to change your database at all. What you would have to change are the field definitions in Links.
Download the Links archive and take a look at the scripts. You can probably figure it out better once you've seen what's already there.
