I have a friend in Aussie at the moment, he's back on Sept 23rd. I spoke to him online the other day, he's my age, been out there for about 3 weeks so far.

Great, I hope he liked it down under. I plan to visit there again next year.

Difficult to say, the American threat level has been raised to Orange (one below the top level but only one level up from where it had been).

From the news segment I just caught, the threat is primarily overseas. Looks like embasies in Southeast Asia, Central Asia, and bases in the Gulf have increased their threat status. Didn't catch anything specific about Europe.

Of course that's a key factor of how terrorism works - unpredictibility of attack.
