Of the 50 "states", 4 are "commonwealths", so technicly there are only 46 or so "states"? If that's the case, what exactly is a commonwealth and what makes it not a state, and why do we call them states anyway?

Why do Puerto Rican residents pay US federal taxes and not have any governmental representation, non-voting or otherwise? (Err.. taxation without representation to anybody???)
